A permanent residence permit in Germany (Niederlassungserlaubnis) grants the right to live and work in the country without any time restrictions. However, simply living in Germany for several years does not guarantee that you will receive it. To apply for a permanent residence permit, you must meet a number of requirements, ranging from income level to a language certificate.

What is a Niederlassungserlaubnis and what rights does it grant?


A Niederlassungserlaubnis is a permanent residence permit that eliminates the need to regularly renew a temporary residence permit (Aufenthaltserlaubnis). The holder of a Niederlassungserlaubnis is free to change employers and is not required to make frequent visits to the Foreigners’ Office (Ausländerbehörde). It is important to understand: a Niederlassungserlaubnis is not German citizenship, but rather a permanent residence permit.

It is also worth noting that a Niederlassungserlaubnis may be revoked if you stay outside Germany for more than 6 months without prior approval from the authorities.

What requirements must be met to obtain a Niederlassungserlaubnis in Germany?


The standard path to a Niederlassungserlaubnis involves meeting several conditions simultaneously:


  • Residence period — at least 5 years of residence with a valid Aufenthaltserlaubnis.
  • Pension contributions (Rentenversicherung)—a minimum of 60 months of mandatory contributions. The period during which you received Bürgergeld does not count toward this requirement, as the Jobcenter does not pay pension contributions for recipients of this benefit.
  • Financial independence—the applicant must be self-sufficient. Dependence on Bürgergeld or Sozialhilfe is grounds for denial.
  • Language proficiency — a certificate at level B1 or higher.
  • Housing conditions — sufficient living space for each family member.
  • Integration test — proof of knowledge of German law and social order (Leben in Deutschland test).

Shortened processing times for Blue Card holders and skilled workers in Germany


Germany offers preferential terms for specialists with in-demand qualifications.


  1. Blue Card holders can apply for permanent residence after just 27 months. With a B1 language certificate, this period is reduced to 21 months.
  2. Skilled workers (Fachkräfte) are eligible for permanent residence after 3 years of official employment and 36 months of pension contributions.
  3. Graduates of German universities and Ausbildung programs can obtain a permanent residence permit after 2 years of work and 24 months of pension contributions.

What do Ukrainians with temporary protection (§24) in Germany need to know?


Temporary protection status under §24 does not in itself provide a direct path to a permanent residence permit. To obtain a Niederlassungserlaubnis, most Ukrainians with this status must find official employment, switch to a work residence permit or Blue Card (if their degree meets the requirements), as well as opt out of Bürgergeld and begin paying pension contributions.


Receiving certain state benefits does not prevent you from obtaining a permanent residence permit. This applies, in particular, to Kindergeld, Kinderzuschlag, and Elterngeld.
