Cyprus Golden Visa 2026: What Is Known About Tighter Rules
Cyprus is preparing to tighten its investor residency programme ahead of joining the Schengen Area. Learn about the requirements, investment amounts and review of 12,000 residence permits
Cyprus is preparing to change the terms for foreign investors before it is admitted to the Schengen Area. Deputy Minister of Migration and International Protection Nicholas Ioannides said so on 24 September 2026 at a session of the parliamentary audit committee, IMI reports. The Cyprus golden visa, which actually grants permanent residence rather than citizenship, may become stricter. At the same time, the authorities are checking whether holders of roughly 12,000 permits issued since 2013 still meet the requirements.

There are no specifics yet: no new thresholds, no dates, no text of the proposals. We have gathered everything officials and experts have said so far and recap the rules the programme runs on right now.

How does Cyprus plan to change its golden visa terms?
Over the past two years Cyprus has issued about 1,500 such permits, Ioannides told MPs. He has already passed his proposals on to the other ministers involved in the process, and his reasoning is simple: Schengen membership will make the programme more attractive. The country has no intention of turning away capital, but wants investment to arrive under control. According to the Cyprus News Agency, the authorities are also looking at whether investors' money could be channelled into education, defence and innovation. The official did not say which of the current conditions will change.

Cyprus golden visa: what to expect from the new rules?
Practitioners have not seen any text of the proposals either. Demetris Demetriades, managing partner at Andreas Demetriades & Co, believes it is too early to predict anything precisely. The most likely option, he says, is a higher threshold: either a single one for all of Cyprus or different ones for particular districts, along the lines of the Greek model.
Since September 2024, Greece has required €800,000 in Attica, Thessaloniki, Mykonos, Santorini and on islands with more than 3,100 residents, and €400,000 everywhere else. In the lawyer's view, a higher bar would also ease concerns about the effect of foreign money on housing affordability for locals. He also expects more emphasis on innovation and education, and on ongoing monitoring rather than another round of initial checks.
Applicants already go through criminal-record and source-of-funds checks, and Cypriot banks take anti-money-laundering rules especially seriously.
Olena Ruda of Immigrant Invest also looks to Greece as a benchmark. She forecasts new minimums, capital shifting from an oversaturated housing market into funds, commercial projects and regional initiatives, as well as stricter checks and annual reporting. Her advice to those on the fence is not to wait. In earlier reforms, investors who managed to sign a purchase contract or pay a deposit before the deadline usually kept the old terms. But this is an observation from a market player, not a legal guarantee.

When could Cyprus join the Schengen Area?
Accession requires a unanimous decision by the countries already in the Schengen Area. In July the European Commission gave Cyprus a positive readiness assessment, and on 15 September member states discussed the issue officially for the first time in the Council's Schengen working party. According to Ant1, eight or nine countries backed Nicosia, among them Greece, Italy and Spain. The Netherlands and Austria, usually cautious on Schengen matters, did not state a position. Brussels also wants Cyprus to write its Green Line crossing procedure into EU law and to tighten checks at two crossing points through the British bases.
Another weak spot is exit records. The rule on mandatory visits only works if it is known who entered and left, and when. According to the Audit Office, about 290,000 third-country nationals who legally entered Cyprus have no registered exit in the records. Ioannides expects the new system tracking people from entry to exit to go live in March.

Current golden visa terms: amounts, assets and income
Permanent residence by investment in Cyprus is granted under Regulation 6(2) of the Aliens and Immigration Regulations. The minimum is €300,000 (VAT, where applicable, is paid on top) in one of four asset types:
- new housing bought from a developer in a first sale (up to two units are allowed if their combined value reaches the threshold);
- commercial or other qualifying real estate;
- shares in the capital of a Cypriot company with a real office and at least five employees;
- units in a Cypriot investment fund (AIF, AIFLNP or RAIF).
On top of the investment, applicants must prove income: from €50,000 a year for the main applicant, plus €15,000 for a spouse and €10,000 for each dependent child. For housing bought from a developer, the money must come from outside Cyprus, and local salary does not count. The file also includes proof of the origin of funds, a clean criminal record certificate, health insurance and proof of accommodation. Parents and adult children are assessed under separate conditions, depending on the investment category.
Extra obligations for Cyprus golden visa holders
You cannot simply obtain the status and forget about it. The ongoing obligations are:
- prove every year that the investment is still in place;
- visit Cyprus at least once every two years, since two years of absence can cost you the permit;
- do not work as an employee: the ban does not apply to a directorship in the company you invested in, and for other types of investment an unpaid directorship is allowed.

What the Cyprus golden visa gives and what it doesn't guarantee
The permit is unlimited in duration, while the residence card is usually issued for ten years and then replaced. The official benchmark for reviewing a complete file is about two months, but banking procedures, closing deals and booking a biometrics appointment often stretch the overall timeline.
The status does not make the holder a citizen, nor does it automatically make them a Cypriot tax resident: tax residence is assessed under separate criteria. The short visits that suffice to keep the permit are not enough for naturalisation. Schengen benefits remain only a prospect, since accession depends on the decision of all countries in the zone. So when preparing documents, check the Cyprus residency requirements against official sources, in particular the Migration Department's portal, because the rules can change faster than new articles appear.
